Une libéralisation commerciale unilatérale d’une économie fortement protégée augmentera, à court terme, les importations et le bien-être du consommateur, réduira les marges des producteurs locaux et généra un déplacement de main d'œuvre au sein du secteur des biens échangeables. Les prévisions relatives aux schémas probables de réabsorption de la main d'œuvre diffèrent selon la perspective théorique et des hypothèses empiriques, tandis que les illustrations empiriques sur les résultats réels demeurent mixtes. Cet article examine les facteurs qui éventuellement pourraient déterminer les impacts économiques résultant des Accords de Libre-échange {ALE} entre l'Union Européenne [UE} et les économies des pays du Maghreb, et plus particulièrement, des schémas relatifs à la réabsorption de la main d’œuvre au Maghreb. Les options politiques destinées à créer des emplois seront aussi traitées. Étant donné le manque de données fiables, l'article est un travail exploratoire : il traite, d'une manière générale, un certain nombre de questions
D’ordre conceptuel et politique. Des illustrations concrètes propres aux pays Nord Africains et d’autres pays en voie de développement sont présentées.
