Governance And Local Development In Algeria Illustration Of The Perception Of Local Actors Through The Use Of Cognitive Mapping

The financial hea/th of local communities (CL) is deteriorating despite financial remedia/ion and erasing debts efforts, main(v the Municipal. The mqjori~v of communes are considered deprived and restricted by chronic deficits and budget constraints. This situation affects the socio -economie rote and prerogatives of territorial development al/ocated to these communes . . This disappointed fact leads us to wonder about the causes of such structural failures and the ir relationship with management problems jàcing these decentrali=ed entities supposed to guarantee citizens with basic necessitie. A study of the perception of the problems of govemance and development by local ac tors , partlcularly in relation to PA PC ( Presidents of municipal popular assemb/ies) , using the method of cognitive
mapping has allowed us to highlight major problems thal are faced dai(v by local actors in tenus of
governance and management of territorial development projects.
